Introduction

This is the revised edition of economist He Qinglian¡¦s bestselling book on the social and economic implications of China¡¦s market reforms. It focuses particular attention on corruption and the ability of local Communist Party elites to convert political power into financial gains.

The book's first edition was published in Mainland China in 1998, where it sold over three million copies. For this recent edition, one third of the book has been revised, with new chapters added and data updated to July 2003. Both the foreword and conclusion have also been rewritten, conveying He¡¦s insights in a more candid way, free of Chinese government censorship.

About the Author
Qinglian He holds a master¡¦s degree in economics and has worked as a lecturer at Jinan University in Guangzhou and the Hunan College of Finance and Economics and as a reporter for the Shenzhen Legal Daily. She left China in June 2001 as a result of state-sanctioned harassment of academics and has since been a visiting scholar at the University of Chicago, the City University of New York, and Princeton University. She most recently served as a senior researcher for the New York-based organization Human Rights in China. Ms. He has edited or authored eight books, including We Are Still Watching the Stars Above (2001) and has published over forty articles.
